The state of Rhineland-Palatinate, together with its leading municipal associations, is aiming for a "Municipal Climate Pact" and intends to become a model region for green hydrogen. This will be based on a commissioned hydrogen study, the results of which are expected to be incorporated into a state hydrogen strategy.

The Norwegian company Teco 2030 ASA plans to develop a complete hydrogen value chain with the Norwegian energy company Greenstat AS . For projects where they choose to collaborate, Greenstat will supply green hydrogen for use in the fuel cells developed by Teco.

P2X Solutions Oy plans to build Finland's first green hydrogen production plant in Harjavalta. The plant will have a capacity of 20 megawatts. The city welcomes the project. The plant design will be finalized by the end of 2021. P2X Solutions has applied for investment funding for the first plant through national grant mechanisms. A decision on the funding is expected in autumn 2021, with the investment decision following before the end of this year. Following a positive investment decision, the company will begin detailed planning and procurement for the Harjavalta plant. The goal is to start construction in autumn 2022 and commission the plant in the first half of 2024.

During the current market ramp-up phase of hydrogen production, the Federal Office for Economic Affairs and Export Control (BAFA) is limiting the EEG surcharge for the electrochemical production of hydrogen – both for electrolysis using conventional electricity and for electrolysis using renewable energies. Companies in the "industrial gas production" sector can apply to BAFA for a limitation of the EEG surcharge until September 30, 2021. The limitation applies from the very first kilowatt-hour and reduces the EEG surcharge to 15 percent or less, depending on other requirements.
