Rely, a joint venture between Technip Energies and John Cockerill, will be responsible for the planning, procurement, and construction (EPC) of the plant. John Cockerill is also supplying the pressurized alkaline electrolyzer. The plant is expected to produce approximately 2.000 tons of green hydrogen annually, which will be supplied to industrial customers in the region. The project is receiving support from the Province of Groningen, Waddenfonds, the European Union through the Clean Hydrogen Partnership, and the Ministry for Climate and Green Growth (KGG).

Power2X acquired the project in spring 2026 through the takeover of the Dutch chemicals manufacturer HyCC BV, a joint venture between Macquarie's Green Investment Group and the Dutch chemical company Nobian, which emerged from Akzo Nobel's chemicals division in 2021. HyCC played a key role in developing the project. The plant in the Delfzijl Chemical Park (CPD) is directly connected to the Nobian industrial complex. Nobian was also involved during the development phase and remains a strategic partner. Commissioning is planned for 2028.
