(Leipzig / Germany) – Hintco GmbH has launched the second H2Global tender for the production of renewable fuels of non-biogenic origin (RFNBO), including green hydrogen. This tender comprises five lots: four regional and one global.

At least €484 million has been allocated for the regional lots and at least €567 million for the global lot. The total amount is provisionally set at €2,5 billion and could increase to around €3 billion with the adoption of the 2025 federal budget. The European Commission already approved this sum in January . For the first time, the auction is being supported by two governments. Germany and the Netherlands are jointly financing the global lot. Germany will contribute €2,7 billion, while the Netherlands will contribute €300 million.

Double auction system secures financing

The concept is based on the German H2Global Foundation's double auction system, which brings together producers in non-EU countries and buyers in Germany and the Netherlands. The producers of green hydrogen and its derivatives with the lowest selling price and the buyers with the highest purchasing price each receive a contract for the sale or purchase of the fuels produced under the scheme.

Since the purchase price is currently higher than the sales price, the negative difference will be offset by the state funds to temporarily cover the financing gap between the two price offers. The Leipzig-based subsidiary Hintco acts as an intermediary.

By pooling funds from different governments in a single auction, Hintco is “accelerating the creation of a market for renewable hydrogen and reducing the risk to the emerging value chain,” says Timo Bollerhey, CEO of Hintco and co-founder of H2Global.

The first tender for the import of green hydrogen products was won in the summer of 2024 by the fertilizer manufacturer Fertiglobe PLC, based in the United Arab Emirates. According to the contract, "at least 259.000 tons" of green ammonia will be exported to Germany between 2027 and 2033. Sixty-six companies from 22 countries across five continents submitted bids.

information at worldwide roadshows

Hintco is planning a series of hybrid and virtual roadshow events worldwide in the coming weeks. Some of these will take place at major hydrogen conferences such as the World Hydrogen Summit in Rotterdam and will provide a detailed overview of the second H2Global auction round and the terms of participation. All information shared during the roadshow will also be available to interested companies without requiring participation. Dates are scheduled for April (Asia, South America) and May (Africa), among other times. Further details can be found on the website.

The contract documents and details of the procedure can be found on the tender page.
